Rules:
The regatta will be governed by the “rules”
as defined by the Racing Rules of Sailing (RRS)
except as changed by these sailing instructions.
Notices
to Competitors: Notices to competitors
will be posted on the official notice board. The
official notice board is the bulletin board outside
the club at the lower level entrance to the Skipjack.
Changes
to the Sailing Instructions: Any change
to the sailing instructions will be posted 15
minutes before the race in which it will take
effect. A signal flag will be hoisted at the AYC
clubhouse yardarm with one horn sound if a change
is posted. The Race Committee may elect to inform
competitors of changes to the Race Instructions
verbally via loud hailer prior to the start of
the race in which the change will take effect.
Signals
made ashore: Will be displayed from the
AYC clubhouse yardarm.
Schedule
of races: The first race is scheduled
to start at 1320. A second and third race may
be run if there is time. Second and third races
(if run) will be announced by loud hail or over
the Build-A-Boat (BAB) PA.
Racing
Area: Annapolis Harbor in front of AYC
between the Eastport Bridge and the Chart House
Restaurant.
The
Start: The start/finish line will be
between a staff flying an orange flag on the end
of the “L” dock, or on a boat moored
at the “L” dock, and the downstream
edge of a green cylinder “pin” mark
in Spa Creek. The starting sound signals will
be as follows:

Boats
(including all parts of the hull, crew, equipment,
etc.) must be completely behind the starting line
at the starting signal. Boats On Course Side (OCS)
at the start will be called by loud hail. An OCS
boat may restart or continue racing and be assessed
a penalty. The penalty for an OCS boat that does
not restart will be a minimum of 1 place at the
finish. No penalty will be assessed if all boats
are OCS. This penalty may be increased up to complete
disqualification as deemed appropriate at the
discretion of the Race Committee (e.g., a racer
half way down the first leg of the course).
The
Course: From the start, proceed to the
single green cylinder buoy, round to port and
return to start/finish line.
The
Finish: The finish line will be between
a staff flying an orange flag on the end of the
“L” dock, or on a boat moored at the
“L” dock, and the downstream edge
of a green cylinder “pin” mark in
Spa Creek. The boat is finished when any part
of the boat or crew in its normal racing position
crosses the finish line (i.e., the crew may not
extend a bow sprit or throw a part across the
finish line to gain an advantage). Finished boats
must clear the finish line and attempt not to
interfere with boats still racing. Any boat not
clearing the finish line in a timely manner may
be penalized or disqualified by the race committee.
Penalty
system: The Scoring Penalty (RRS 44.3)
will apply.
Propulsion:
Ordinary propulsion is solely by means of wind
on the sails. Extraordinary propulsion includes
ordinary and any non-mechanized propulsion (e.g.,
paddling, rowing, sculling, etc.). Boats will
be permitted to carry 1 paddle to assist when
extraordinary propulsion is permitted. The paddle
is not required to be manufactured from the BAB
material list. See “Time Limits” for
extraordinary propulsion limitations. This changes
RRS 42.
Time
Limits: The following time limits apply.
Fifteen minutes after the start a whistle will
sound and an announcement will be made that any
boat not around the first mark may use extraordinary
propulsion. Crews of boats not around the first
mark may paddle until the boat no longer overlaps
the first mark. Thirty-five minutes after the
start 2 whistles will sound and boats may paddle
to the finish line. Changes to these instructions
may be made at the skippers meeting depending
on conditions.
Protests
and Requests for Redress may be permitted at the
discretion of the judges. This changes RRS 60.1
Scoring:
The low point scoring system of RRS Appendix
A will apply.
Safety
Regulations:
All crew must
wear a PFD.
Paddles may not be used as weapons.
